Clients are not required to have a state ID. This is voluntary and usually for people that do not have a driver’s license. A state ID is good for eight years or seven years if client if legally authorized to be in the United States. 

The cost for a new or renewed ID is $40. Replacement for a state ID is $6. 

The following payment options are allowed: cash, Visa, Mastercard, Discover or check made payable to the City and County of Honolulu. 

 
 

Qualifications 

  • At least ages 10 years old to apply. If under the age of 14 years old, then the parent/guardian are required to apply for you. 

  • U.S. citizen or legally authorized to be in the U.S. 

  • For non-U.S. citizen: Have a Social Security Number (SSN) 

What to bring 

All documents to obtain a state ID have to be UNEXPIRED VALID ORIGINAL OR CERTIFIED COPIES. Notarized copies or faxes are NOT ACCEPTED. 

  • For U.S. citizen: U.S. Birth Certificate (if under 18 years old, birth certificate with parents listed and parental consent required) 

  • If client does not have birth certificate, they may provide a U.S. Passport, Certificate of Citizenship, or Certificate of Naturalization 

  • For non-U.S. citizen, provide one of the following:  

  • Green Card 

  • Employment Authorization Card 

  • foreign passport with I-94/CPB stamp/I-551 on Visa (SEVIS documents may be required 

  • Notice of Action document 

  • Reentry permit 

  • Refugee travel document 

  • Social Security Card (OPTIONAL ONLY IF CLIENT IS A U.S. CITIZEN) 

  • If client does not have a Social Security Card  then they may bring a Wage and Tax Statement W-2/1099R form from the previous year that contains the SSN, SSA 1099 form from the previous year, or Non-SSA 1099 form from the previous year 

  • If non-U.S. citizen client does not have a SSN, they may bring a denial letter from the Social Security Administration 

  • At least TWO documents that show CURRENT Hawaii address and client’s first and last name. The following are accepted: 

  • Valid driver’s license 

  • Driver’s license renewal notice 

  • State of Hawaii vehicle registration 

  • Valid insurance card 

  • Voter registration card/real property tax bill 

  • Utility bill no more than two months old 

  • Financial Statement no more than two months old 

  • Paycheck no more than six months old 

  • Current mortgage account/proof of home ownership 

  • Current residential rental or time share contract for six months or more 

  • W-2 form of 1099 SSA benefits from previous year 

  • Affidavit for Proof of Residence form 

  • State ID Application Form (fill out ahead of time if can) 

Application process 

  • Meet the qualifications before continuing on  

  • Once gathered all necessary documents for U.S. or non-U.S. citizen, schedule an appointment at AlohaQ: https://alohaq.honolulu.gov/?lp  

  • If client is qualified, they will need to pay $40 for the ID  

  • A duplicate ID if lost or stolen will cost $6 

  • Receive a temporary ID, and receive the real ID within 6-8 weeks 

  • Renew every 8 years (expires on client’s birthday) 

Renewal process 

  • For U.S. citizen: Client DOES NOT have to gather necessary documents and only bring State ID Application Form IF current state ID was renewed after May 1, 2014 AND name and address stayed the same 

  • If there are any changes, bring TWO documents that show CURRENT Hawaii address and client’s first and last name. 

  • For non-U.S. citizen: bring same documents as if applying for new ID, including the State ID application form 

  • Schedule an appointment at AlohaQ: https://alohaq.honolulu.gov/?lp 

  • Clients will need to pay $40 

  • Repeat process every eight years

  • If there are no changes with client’s name and current address, they should only bring the State ID Application Form
