LOW INCOME TRANSIT FARE PROGRAM FAQS

What is this? 

A state program that provides low-income households with a reduced transit fare and a HOLO card. Applications will be available during each fiscal year of July 1st – June 30th, and reapplications for it must be submitted no earlier than May 1st. The cost for the annual period of the program is $45. Once funding has been used for the fiscal year, a notice will be posted on the application site. Those who already received a senior, Medicare, or disability HOLO card should not apply to the program unless applying for other family members in need of a HOLO card. Those receiving SSI benefits automatically qualify and do not need to apply to the program. Applications are online only.

Who qualifies? 

  • At least age of 18 years old 

  • Total household income must not exceed 30% of annual median income: 

 

 What to include 

  • Low Income transit fare program online application  

  • Basic contact information on all household members on the application 

  • Valid photo ID for all household members on the application 

  • Proof of income / government benefits for all household members age of 18 years or older (source of income must be listed separately) 

  • W-2 and two current paystubs 

  • Previous tax return and two current paystubs 

  • Unemployment  

  • Social Security Benefits 

  • TANF 

  • Retirement, Pension, or Annuities 

Application process (new applicants) 

  • Make sure to qualify. 

  • Gather the required documents to include on the online application. 

  • Make sure only one person in the household - preferably head of household – to create an online account by going to https://www.honolulu.gov/cms-dcs-menu/site-dcs-sitearticles/48252-cad-low-income-bus-fare-information.html and click “Please click here to create an account and apply for the Low Income Transit Fare Program”.  

  • Once at the home page, click “Apply Now” once applications are available and fill out necessary information that also includes the information of household members that want to receive a low income transit fare HOLO card. 

  • After applying, click “Upload Documents” and upload all required documents. 

  • It will take around 60 days to receive an approval letter from the Department of Community Services. 

  • Go to the Kalihi Transit Center with the approval letter and valid photo ID for all household members in the application in order to pay and receive the low income transit fare HOLO card(s).  

  • Reapply for the program by submitting a new application and uploading current documents no earlier than May 1st (60 days before program period’s expiration date). 

Application process (if currently receiving SSI benefits) 

  • Gather the following documents to Kalihi Transit Center: 

  • Social Security Benefit Verification Letter 

  • Valid photo ID for those who are age of 17 years old or younger 

  • Adult/Youth/The Handi-Van HOLO card (If applicant currently has one) 

  • There is an option to pay via cash or credit card for the eligibility period of $45 upon receiving the low income transit fare HOLO card.
