What is the Weatherization program? 

It is a program provided by Honolulu Community Action Program (HCAP) that provides education in energy efficient practices, free in-home assessment on household utilities, and provide qualified households with free replacement of those utilities/appliances.  

Who qualifies? 

  • Low-income households (depends on the landlord for Public Housing, so it is best to ask landlord). 

  • Preference is given to the elderly (age 60 years and older), persons with disabilities, households with high energy use, and families with children (under the age of 19 years old). 

  • Those who receive government assistance such as SSI, TANF, participate in a HUD program, and/or for Low-Income Home Energy Assistance Program (LIHEAP) are automatically eligible. 

  • Household income meets the federally established guidelines. 

What to bring 

  • Basic contact information 

  • Social Security Number (SSN) 

  • Proof of receiving assistance  

    • SSI, TANF, HUD program, LIHEAP 

  • Valid picture ID 

  • Current electric bill 

  • Proof of income 

    • paystubs, W-2 form 

  • Weatherization Assistance application form (provided by HCAP) 

    • Additional documents may be requested by HCAP 

Application process 

  • Call HCAP to schedule an appointment with the nearest HCAP district service center (Kalihi-Palama) to fill out application. 

    • Clients must gather all documents before attending appointment. 

  • Go to appointment and they will be able to help client fill out application. 

  • Once HCAP approves of the application, they will conduct a free home assessment and follow-up with free energy saving measures.

    • As mentioned, clients living in Public Housing must contact landlord to check whether or not they may be able to take part in weatherization program as household utilities may be replaced to be more cost efficient.
